
1 in 3 Clothing Labels Don't Match What's Actually in the Fabric
A European Commission testing campaign found that 37% of clothing labels failed to accurately reflect what the garment was actually made from, raising fresh questions about which brands consumers can reasonably continue to trust.
A European Commission testing campaign has confirmed what many in the industry have long suspected but few have been able to prove with hard data: the fibre content label stitched into your clothes is, more often than regulators would like, simply wrong.
Carried out under the EU's Joint Actions on Compliance of Products (JACOP) the testing examined 132 garments spanning tops, baby clothing, activewear, nightwear and scarves, sourced from both physical retailers and online platforms across eight member states. The results were stark, 37% of the total sample, carried labels that failed to accurately reflect what the garment was actually made from.
Three ways labels get it wrong
The mismatches fell broadly into three categories, each pointing to a different point of failure along the supply chain. In some cases, the fibres listed were correct in kind but the declared percentages were not, suggesting either careless testing or a willingness to round in the brand's favour. In others, a cheaper fibre had quietly replaced the one stated on the label, a substitution that is difficult for consumers to detect without laboratory equipment. And in a smaller but still significant number of cases, the fibre had simply been misidentified or named incorrectly altogether, raising questions about whether any verification had taken place at all.
Some product categories fared considerably worse than others, a pattern that likely reflects both the complexity of the fabrics involved and the level of scrutiny each category typically receives. Scarves recorded an 80% failure rate, tops followed at 54%, and baby clothing, an especially sensitive category given how often it comes into contact with a child's skin, still failed 25% of the time. Blended fabrics proved the least reliable overall: garments labelled as a mix of natural and artificial fibres failed 64% of the time, compared with just 15% for those labelled as a single, unblended natural fibre, suggesting that complexity in composition tends to correlate with a greater likelihood of mislabelling.
Purchasing channel mattered too. Items bought online, including those sold directly through a retailer's own website, failed at a rate of 46%, notably higher than the 36% failure rate recorded for garments purchased in physical stores, a gap that may reflect the reduced opportunity for hands-on inspection before purchase.
Why nobody catches it
Fibre testing is a slow, technically demanding process that requires accredited laboratory equipment, which is precisely why it rarely happens outside of coordinated campaigns like this one. In practice, this means that for most garments on the market, the label reflects not an independently verified fact but simply what a brand was willing to write down, at the one point in the entire supply chain when, in all likelihood, nobody was checking. The Commission also noted that a considerable number of the non-compliant items, particularly those imported from outside the EU and EFTA, lacked even basic manufacturer information, which makes it substantially harder for regulators to trace responsibility or coordinate an effective recall when problems are found.
Regulators have, at least, moved on the worst offenders identified during the campaign. Market surveillance authorities ordered sales of 18 products to be stopped outright, required relabelling or corrective action on several others, and logged 41 products in the EU's shared market surveillance database to enable coordinated enforcement across member states. As of March 2026, corrective measures remained ongoing for 24 of the products originally flagged.
Why it matters beyond the label
A misstated fibre percentage might, on its surface, look like a fairly minor compliance issue, the kind of technical infraction that matters more to regulators than to shoppers. But it sits at the centre of something considerably larger, which is how much consumers can reasonably be expected to trust the brands they buy from in the first place. Fibre content is one of the very few pieces of information printed on a garment that a shopper has essentially no way to verify on their own, which makes any inaccuracy there a direct test of a brand's basic credibility rather than a footnote.
That erosion of trust, once it begins, tends to compound rather than stay contained. If consumers learn that composition claims cannot always be taken at face value, it becomes considerably harder for them to extend trust to adjacent claims made by the same brands, whether that's a sustainability credential, a "natural fibre" positioning used to justify a premium, or pricing built around materials like silk, wool or linen that are, by their nature, more expensive to source honestly than to fake.
There is also little reason to expect this to change quickly, given how the underlying economics of testing work. Because fibre testing requires accredited laboratories and specialist equipment, it remains slow and expensive to carry out at any meaningful scale, which is exactly why campaigns like this one tend to happen only periodically rather than functioning as a routine part of how garments reach the market. For the vast majority of shoppers, verifying a label themselves will never be a realistic option, and for the vast majority of garments produced globally, formal testing will simply never happen at all.
That reality leaves consumers with a narrower set of options than they might like. Since accuracy cannot, in practice, be checked at the point of purchase, the more realistic safeguard becomes choosing to shop with brands that have built a genuine track record of transparency over time, ones that publish supply chain information voluntarily, disclose manufacturer details as standard practice, and have comparatively little incentive to cut corners on something as easy to misstate, and as hard to catch, as fibre content. In a system where independent verification remains the exception rather than the rule, trust functions as the practical substitute for proof, which is precisely why it is worth placing real weight on which brands have actually earned that trust over time, and which simply have not.
